Abstract

From 1776, the governor of the captaincy of Pernambuco, José César de Menezes, beganto grant charters to the governors of black, a practice that  pervaded other governments and lasteduntil 1802. Through the commitment of the Brotherhood of Our Lady of the Rosary of Black Men'sReef 1758, it is known that the office belonged to the hierarchies of the king of Congo. However, thegovernor's office and the hierarchy of blacks are suitable for associations seeking autonomy from theBrotherhood to push the boundaries of ‘their walls’.  At the same time, recognition  of the positioncorresponds to the ability to incorporate their services to the Royal Service.
